ROLE OF SAFETY COMMITTEE
The following is
adapted from the National Safety Policy of Outward Bound USA: -
Each School shall have a duly constituted
Safety Committee of the Board. It shall consist of one or more Trustees
and other persons as deemed appropriate, appointed because of their
special knowledge, skills, or experience. The School Safety Coordinator
(Deputy Director or School Director) is an ex officio member
of the Safety Committee. The Safety Committees shall:
A.
Monitor,
on behalf of the Board of Trustees, safety management practices
and safety attitudes of School staff.
B.
Ensure
agreed Recommendations of OBI and other reviews are implemented.
C.
Approve
New Program Plans or changes to existing Safety Operating Plans.
D.
Participate
in conduct and monitoring of safety reviews of all program elements
within the School on a regular and timely schedule.
E.
Ensure
that the Unit conforms to New Program Plans and the Safety Operating
Plans.
F.
Ensure
Safety Committee Trustee representation during and at the debriefing
of the periodic Outward Bound International Safety and Quality Reviews
of the School.
G.
Review
and endorse the schools annual Safety Report.
H.
Review
the factual reports on any significant safety incidents within the
School.
I.
Arrange
for the investigation of any safety matter referred by the School
Director or other appropriate parties.
J.
Provide
support and feedback to the School Director on all matters related
to the safe operation of the Outward Bound School.
The following is adapted from the Safety Policy of Outward Bound Hong Kong:
-
1.
A Safety Committee of the Trust
will be established under a Chairman appointed by the Executive
Committee as a permanent subcommittee.
2.
The safety Committee will monitor
and advise Outward Bound on all safety matters at the School.
3.
The Safety Committee will use its
best endeavours to ensure that all safety and management practices
at the School comply with International Outward Bound Organization
and Risk Management Protocols.
4.
The Safety Committee will receive
regular reports from the management on safety at the School, including
recommendations by management for improvements.
5.
The safety Committee will report
from time to time to the Executive Committee on safety at the School
including any recommendations that the committee feels are necessary.
6.
The safety Committee will receive and examine reports
on any fatality or serious incident involving Outward Bound participants,
staff, guests or property. If necessary the Safety Committee will
conduct or cause to be conducted an external review of any such
incident and report to the Executive Committee.
